In the old west, cowboys most frequently wore tall boots to protect the legs from brush, rattlers, and other dangers. Often they used military leftovers because they were widely available, and well suited to the rugged terrain. Boots with heels were preferred because they could hook on the stirrups and not slide through while the cowboy was riding.
Townspeople might wear common shoes around town, but boots were far more versatile.
